Ruter# Ticket machine in Oslo rebooting

I came across a ticket machine (from Ruter#) in Oslo that was rebooting all the time.The machine appears the contain the following hardware:
VIA C3 1.0A GHz (133×7.5)
256MB RAM
2 Hitachi drives
Running Windows 2000 Pro, with 2 Windows-environments:
- TVM_EXPLOITATION (running as default)
- TVM_FABRICATION
